Councillors are hereby summoned to attend an extraordinary meeting of Scotton Parish Council to be held on Thursday 3rd August 2023 at 6.00pm in the Village Hall, Northorpe Road, Scotton DN21 3RB. The business to be dealt with at the meeting is listed in the agenda. If you are unable to attend, please notify me of your apology.

3. To hear reports from County or District Councillors (15 minutes)

4. To hear apologies and receive reasons for absence

5. To receive any declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensation
Disclosures may be made at any point in the meeting and a Councillor may leave the meeting or be asked to leave if dispensation has not been granted or if would be prejudicial to proceedings.

6. To receive and approve notes of meeting held 6th July 2023

7. Finance
To approve ad hoc payments since the previous meeting:
- West Lindsey District Council Uncontested election expenses
- LALC VAT portion of annual training membership

8. To discuss siting of new bench on Kirton Road and consider costs

9. To hear any updates on the Pinfold

Clerk forwarded Chair’s telephone number to Highways officer and followed it up with a telephone call to the Highway’s officer (should a site visit might be needed).

10. To consider members’ allowances in England and the chairman’s allowance
Allowed in law by the Local Authorities (Members Allowance)(England) Regulations 2003, SI2003/1021, part 5.
‘In calculating the amount suitable for a parish basic allowance (which must be the same for all save the chairman), a local council should have regard not only to the principal council’s recommendation and practices but also to the cost of genuinely probable expenses. [Arnold Baker on Local Council Administration]. HMRC states some allowances may be taxable.
The clerk is checking with West Lindsey regarding recommendation and practices.

11. To discuss difficulties with parish laptop and consider funding for upgrade or replacement
Laptop is not booting up and loads with difficulty. It is not possible to upgrade device to latest MS software and is not accepting updates from MS. The laptop is not connecting to the printer. Clerk is working to resolve this.

12. Parish Councillors’ Reports – Information only
Councillors’ reports and items for inclusion on the next agenda. Councillors may use this opportunity to report minor matters of information not included elsewhere on the  

agenda and to raise items for future agendas. Decisions may not be made in this part of the meeting.
