The business to be dealt with at the meeting is listed in the agenda. There will be a 15-minute public forum between 6.00pm and 6:15pm when members of the public may ask questions or make short statements to the Council, and your attendance is also requested during this period.

PLEASE DO NOT ATTEND if you have a diagnosis of coronavirus and are self-isolating; have been in contact with a confirmed case and test positive, if you are showing symptoms of a new cough, a new onset of shortness of breath, or had a fever within the last 48 hours.

AGENDA

1. Chairman’s opening remarks and start of public session. (15 minutes)
Questions about or representations for co-option may be heard during the public session. Any reports from Councillors or the Police will also be heard.

2. Apologies for absence and acceptance of any reasons given

3.  To receive any declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensation
Disclosures may be made at any point in the meeting and a Councillor may leave the meeting or be asked to leave if dispensation has not been granted or if would be deemed
prejudicial to proceedings.

4. Notes of the last meeting held on 2nd March 2023 to be approved as minutes

5. Finance
a) To note income,payments and the budget figures.
All financial papers, bank statements and cheque book available for scrutiny
b) To approve the renewal of bank Standing Orders/direct debits for the next financial year:-

  • Standing orders
    Clerk’s monthly salary payment
  • Direct debit
    Monthly HP for printing costs
  • To set up annual payment for ICO certificate 2023-24
    Cost of certificate would be reduced to £35 instead of £40.00

c) To ratify payment of approved grants for 2023-24:-

  • Scotton Parochial Church Council for purposes of grass cutting and maintenance of the cemetery - £900.00 (LGA 1972s.133 (4)(a)
  • Scotton Village Hall for maintenance of grounds - £1,600
    (LGA 1972 s.133)

d) To resolve to certify the Council as EXEMPT from a limited assurance review due to qualifying as a Smaller Authority with neither income nor expenditure of £25,000
e) To hear any updates about amendments to the Banking mandate (Cllr. Dr. Johnson)

6. To consider and approve the following policies
a) Asset Register 2023-24
b) Reserves Policy 2023-24

7. To consider funds left over from previous year and allocate to specific budgets, ring-fence for projects, or transfer to reserves account
a) To allocate £218.45 from remaining income (VAT or c/o funds) and vire to precept for current financial year
b) To discuss allocation of remaining VAT (£745.35) and carried over funds (£4,761.36) from previous financial year and consider any actions including virements to projects
c) Commemorative Planter at Pinfold to mark Coronation of HRH King Charles III
i) To hear any updates about site visit to the old Pinfold, Crapple Lane junction and consider further actions considering removal of brick plinth near Jubilee tree including possible costs for its removal.
ii) To consider position of planter and replacement plaque with consideration of costs
iii) To consider type of planter, sourcing of plants and ongoing maintenance
d) Any other projects for consideration:-
- Replacement noticeboard at Westfield
- Information Board at old Pinfold near Jubilee Tree
- Any other potential projects

8. Community Orchard
a. To hear an update about the alternative to chemical weed suppressants including costs and to consider any actions (Cllr. R. Walker)
b. To hear further details about the Woodland Trust free tree schemes and consider any actions (Cllr. R. Walker)
c. To hear any updates about costings for Crab Apple trees (Cllr. H. Alexander)
d. To hear any further details about creating a pond to irrigate trees (Cllr. H. Alexander)

9. To discuss flooding concerns in the village
a) Reports of excess surface water and blocked drain Crapple Lane
Reported via Fix My Street 20.03.23 and resident reported to LCC same day. Clerk was advised work team went to site and resolved issue. Chairman contacted Cllr. C. Perraton-Williams who confirmed Highways were aware of flooding.
b) To evaluate work to drain on Crapple Lane and consider if issue is resolved and consider any further action   
c) To discuss any other flooding concerns in the village

10. To discuss response from Highways concerning verge damage and deterioration of road: Monson Road, Northorpe - Northorpe Road, Scotton
Clerk wrote to Cllr. Perraton-Williams but did not receive a response. Response by Fix My Street circulated to Councillors prior to the meeting.

11.  To hear any reports from the Village Hall Management Committee (Cllr. S. Walker)

12. To review Planning Applications and agree any actions

    Outline planning permission to erect 4no. dwellings – access and scale to be considered and not reserved for subsequent applications

  • 146007 Plot 2 Land South of Eastgate Scotton DN21 3QR
    Application for approval of reserved matters for Plot 2, considering appearance, landscaping, layout and scale, following outline planning permission 139520 granted 16 January 2020 for 9no. dwellings with access considered being removal of condition 5 of planning permission 144428 granted 7 April 2022 – to allow impermeable hardstanding supported by surface water drainage provision to vehicular
    Granted with conditions 08.03.23

c. To discuss response from Definitive Map Officer – Countryside Services regarding the modification order to public footpath Beck Lane to East Ferry Scotton 4/1 and consider any actions.
