You are hereby summoned to attend the Annual Meeting of Scotton Parish Council to be held on Thursday 18th May 2023 at 6.00pm in the Village Hall, Northorpe Road, Scotton DN21 3RB. The business to be dealt with at the meeting is listed in the agenda. If you are unable to attend, please notify me of your apology.

1.  Election Results – Confirmation of councillors and appointment of Chair and Vice Chair, signing Declaration of Office and Declaration of Interests forms
a. Appointment of Chair
 – to receive nominations for the position of Chair and resolve to appoint to the position followed by signing of declaration of Acceptance of Office as Chair and Councillor
bAppointment of Vice Chair - to receive nominations for the appointment of Vice Chair and resolve to appoint to the position
c. Councillors - signing declaration of Acceptance of Office prior to commencing the meeting, and completion of Declaration of Interests Forms.

3. Apologies for absence and acceptance of any reasons given
To consider and approve retrospective reason for absence for Cllr.Dr.M. Johnson at last month’s meeting

4. To receive any declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensation
Disclosures may be made at any point in the meeting and a Councillor may leave the meeting or be asked to leave if dispensation has not been granted or if would be deemed prejudicial to proceedings.

Cllr. R. Walker – Lead Councillor Community Orchard, co-ordinator of defibrillator checks & maintenance, management of book kiosk
Cllr. H. Alexander – Lead Councillor Highway matters & maintenance of Planter
Cllr. S. Walker – Liaison with Scotton Village Hall committee

8. To resolve to fill remaining vacancies by Co-option

9. Annual Governance Accountability Return 2022-23
a) To receive and note the Annual Internal Audit report
b) To consider and approve the Annual Governance Statement (Section 1)
c) To consider, approve and sign the accounting statements (Section 2)

10. Banking
a) To hear any updates about amendment to banking mandate (Cllr. Dr. M Johnson)
b) To discuss current banking arrangements and consider any actions

11. Finance
a) To note income, budget reports and approve payments for May
All financial papers, bank statements and cheque book available for scrutiny

12. To discuss insurance renewal quotes received and delegate responsibility to the clerk to renew policy before the next meeting

13. To discuss condition of noticeboard near Westfield development and consider any actions

14. To hear any updates about purchase of Commemorative Planter and removal of brick plinth

15. Community Orchard
a. To hear an update about the alternative to chemical weed suppressants including costs and to consider any actions (Cllr. R. Walker)
b. To hear any updates about sourcing trees from the Woodland Trust free tree schemes and consider any actions (Cllr. R. Walker)
c. To consider any further ideas about possible irrigation methods at Community Orchard (Cllr. H. Alexander)
d. To authorise payment of £9.99 for purchase of tree guards (pending receipt of invoice)
e. To consider and discuss allocation of funds for purchase of stones to control weeds near Jubilee bench and approve spending
- To approve purchase of stone substrate via contactless or chip and pin payment within agreed budget

16. To hear any reports from the Village Hall Management Committee (Cllr. S. Walker)
