Councillors are summoned to attend a Meeting of Scotton Parish Council to be held at Scotton Village Hall, Northorpe Road, Scotton DN21 3RB on Thursday 9th June 2022 at 6.00pm.

Public Questions Time (15 minutes)
Members of the public are invited to speak during public question time. The Council is not required to give an immediate answer to a question or debate it at the meeting. Once the meeting has begun, members of the public are welcome to remain but may not participate further. There are occasions when the public and press may be excluded from a meeting due to the confidential nature of the business to be discussed.
The business to be dealt with at the meeting is listed in the agenda.
Reports from County and District Councillors, or representatives from outside bodies and the Police may be given during this time.
Masks are encouraged - Please do not attend; if you have a diagnosis of coronavirus and are self-isolating; have been in contact with a confirmed case and test positive; if you are showing symptoms of a new cough, a new onset of shortness of breath, or had a fever within the last 48 hours.
AGENDA
1. Chairman’s welcoming remarks
2. To receive apologies and hear reasons for absence
To grant retrospective approval for Cllr. R. Littlewood’s absence at previous meeting.
3. Disclosure of interests in accordance with the Localism Act 2011 and to consider any requests for dispensation. Disclosures may be made at any point in the meeting and a Councillor may leave the meeting or be asked to leave if dispensation has not been granted or if would be deemed prejudicial to proceedings.
4. To receive and approve the notes of the Parish Council meeting on 5th May 2022
5. Audit 2021-22
a) To receive and note the Annual Internal Audit 2021-22 report
b) To consider, approve and sign the Annual Governance Statement 2021-22 section 1
c) To consider, approve and sign the Annual Governance Statement 2021-22 section 2
d) To consider and approve the explanation of variances 2021-22
e) To approve and sign the end of year bank reconciliation 2021-22
6. Finance
a) To note income received and consider financial reports
All financial papers, bank statements and cheque book available for scrutiny
b) To approve expenditure for June 2022
7. To note, review and approve the following policies:
- Risk assessment policy – updated
- Asset register – amended
- Code of Conduct - updatedth June 2022 10am – 4pm – LALC Office,
8. Eastgate development
To receive the Clerk’s report and discuss the response received from WLDC and consider any further actions.
9. Queen’s Jubilee Benches Project
a) To hear a progress report on the project and consider any further actions
b) To note budget report on current spending
10. New bench installation at Westgate
To hear any updates
11. Village maintenance
a) Retrospective approval for additional hours to contractor following safety concerns
b) To discuss visibility at junction of Westgate and High Street and consider any actions.
c) Update on Parish Agreement
12. Replacement of the plaque near the Jubilee Tree
a) To consider ideas for replacement of the weathered plaque and/or installation of an information board
b) To discuss a preliminary budget for the project
c) To nominate a lead Councillor to manage the project; to include canvassing public opinion, obtaining quotes and presenting any research and costs to the Council prior to any purchases.
13. To hear any updates about the refurbishment of the book kiosk and agree any actions
14. Allotment & Community Orchard
a) To receive any updates about the Community Orchard
b) Any other allotment matters
15. To receive written applications for the office of Parish Councillor and to co-opt a candidate to fill the existing vacancy
Candidate/s may make a presentation of up to 5 minutes in support of their application. After the presentations, the Council may ask candidate/s questions. After any questions a vote will follow.
16. To discuss training options and consider any actions
a) New Councillor training day – 29th June 2022 10am – 4pm – LALC Office,
Dunholme Morning session – 13th July 2022 10am – 1pm remotely via Zoom
Evening session – 19th July 2022 6pm – 9pm remotely via Zoom
b) Permission for Clerk to attend the LALC Annual Networking Day 10am – 4pm 6th July 2022
Costs: £23 +VAT per delegate for any morning/afternoon/evening session including refreshments (if applicable)
£60 +VAT per delegate for an all-day event including lunch & refreshments
