Councillors are summoned to attend a Meeting of Scotton Parish Council to be held at Scotton Village Hall, Northorpe Road, Scotton DN21 3RB on Thursday 5th May 2022 at 7.00pm.

Public Questions Time (15 minutes)
Members of the public are invited to speak during public question time. The Council is not required to give an immediate answer to a question or debate it at the meeting. Once the meeting has begun, members of the public are welcome to remain but may not participate further. There are occasions when the public and press may be excluded from a meeting due to the confidential nature of the business to be discussed.

The business to be dealt with at the meeting is listed in the agenda.

Reports from County and District Councillors, or representatives from outside bodies and the Police may be given during this time.

3. To receive apologies and reasons for absence

4. Disclosure of interests in accordance with the Localism Act 2011 and to consider any requests for dispensation.
Disclosures may be made at any point in the meeting and a Councillor may be asked to leave the meeting or be asked to leave unless dispensation has not been granted or if would be deemed prejudicial to proceedings.    

5. To receive and approve the notes of the Parish Council meeting on 7th April 2022

6. Election of allotment wardens 2021-22

Co-option process has started and advertised on website/FB site closing 24th May 2022 discussed at next meeting
Letter of thanks received from SPCC and the Village Hall for grant awards

8. To note, review and approve the following policies:

  • Internet, telephone and debit card policy - amended
  • Financial Regulations Policy - amended
  • Procurement policy - amended
  • Asset Register – to review and note
  • Reserve’s policy – updated
  • Code of conduct - updated

9. Finance
a) To note any income and financial reports
 All financial papers, bank statements and cheque book available for scrutiny
b) To resolve to allow permission for the clerk to set up a standing order for incremental salary payments until the next financial year
c) To resolve to allow permission for the clerk to set up a direct debit to HP Ink for payment of monthly printing costs until the next financial year
d) To discuss request from contractor for an additional 3 hours in May for additional grass cutting work

10. WLDC Grant application – Benches Project (£700.00 awarded)
a) To discuss project and agree any actions
b) To delegate authority to Cllr. R. Walker and the Clerk to arrange for the purchase and installation of benches, within the budget allocated of £1,600.
c) To authorise use of the Council’s debit cards by Cllr. R. Walker and/or the clerk to purchase benches

11. Eastgate development
a) To discuss the Eastgate Development with consideration of the building agreement between AF Developments Ltd and the current work in progress.
b) To consider the perceived lack of enforcement of planning regulations, excessive noise, dust, or any other anti-social behaviour etc.
c) To consider any actions arising following discussion

12. Allotment & Community Orchard
a) To hear any allotment matters
b) To hear any updates about the Community Orchard

13.To hear any updates on the Speed Indicator Device

14. Village Environment Matters
a) Update on Jubilee tree
b) To hear any findings from Cllr. A. Robinson regarding the refurbishment of Book kiosk

15. To hear any reports from the Village Hall Management Committee – Cllr. S. Walker
