Councillors are summoned to attend a Meeting of Scotton Parish Council to be held at Scotton Village Hall, Northorpe Road, Scotton DN21 3RB on Thursday 2nd September 2021 at 6.00pm.

Public Questions Time (15 minutes)

Members of the public are invited to speak during public question time. The Council is not required to give an immediate answer to a question or debate it at the meeting. Once the Council has begun the meeting, members of the public are welcome to remain but may not participate further. There are occasions when the public and press may be excluded from a meeting due to the confidential nature of the business to be discussed.

The business to be dealt with at the meeting is listed in the agenda.  Reports from County and District Councillors, representatives of outside bodies and the Police may be given during this time, should there be any.

3. Disclosure of interests in accordance with the Localism Act 2011 and to consider any requests for dispensations
a) Cllr. Walker – Non-pecuniary interest - Co-option vacancy

4. To receive and approve the notes of the Parish Council meeting on 1st  July 2021  

5.  To receive written applications for the office of parish councillor and to co-opt a candidate to fill the existing vacancy
a) To hear any presentation from the candidate/s
b) Questions from Councillors to the candidate/s
c) Voting

6. To consider policies for approval:
a) Electronic Banking Policy 2021-22
b) Financial Regulations Revision Sept 2021

7.  Finance matters
a) To resolve to approve accounts paid / for payment August & September
b) To note balances against budget expenditure up to 9th August 2021

8. Grant awards – Councillor Initiative Fund: Speed Indicator Signs (SID)
a) To acknowledge grant award from District Councillors
b) To discuss project and consider total costs
c) Discussion of funds which could be allocated from precept and reserves to cover  

    remaining cost of SID
d) To consider location for SID in the village                                                  

 

9. Village Maintenance
a) To consider the grass cutting schedule regarding the bank of land at Westgate held by ACIS with specific reference to:
i. the request by a resident on Westgate that the Council cease cutting near their property. 
(The request above forms part of a complaint to be investigated by the Council.  The request may be considered at this meeting but the complaint is confidential and cannot be heard until the investigation has concluded). 
ii. to consider the views of other residents on Westgate
iii. To consider if the Council has permission from ACIS to cut this area and / or if this should be clarified before commencing work at Westgate
b) To approve request by a resident to allow for the creation of an entrance on 1 Highview on a section of land owned and maintained by the parish council
c) To hear any updates on the Jubilee tree
d) To consider response from Lincs County Council re mapping of adopted verges
e) Update on replacement of missing and worn street & village signs

10. Defibrillator
a) To consider quote of £55 + VAT for replacement of pads and battery and allow Clerk delegated authority to purchase as needed

11. Update on the Eastgate development
a) To discuss maintenance work of hedging on Eastgate during August raised by a resident
b) To consider design of pavement and discuss any potential difficulties it could cause

12. Allotment
a) Update on allotment site visit 5th August 2021
b) To consider the aims and objectives for the creation of a Community garden / orchard with regard to:
i.   Location
ii.  Funding
iii. Permissions
c). Any other allotment matters

13. Re-organisation of Parish Information
a) Update on re-organisation of paper-based information
b) Permission to allow spare filing cabinet to be stored at Clerk’s home
c) To consider disposal of old parish laptop which is not functioning

17. To resolve whether to move into closed session and exclude the public and press, in accordance with the Public Bodies (Admission to Meetings) Act 1960, due to the sensitive nature of the business to be discussed.
i) To receive the complaint and nominate a Councillor/s to lead the investigation with the Clerk advising.
