Councillors are summoned to attend a Meeting of Scotton Parish Council to be held at Scotton Village Hall, Northorpe Road, Scotton DN21 3RB on Thursday 2nd December 2021 at 6.00pm.

Public Questions Time (15 minutes) 
Members of the public are invited to speak during public question time. The Council is not required to give an immediate answer to a question or debate it at the meeting. Once the Council has begun the meeting, members of the public are welcome to remain but may not participate further. There are occasions when the public and press may be excluded from a meeting due to the confidential nature of the business to be discussed.
The business to be dealt with at the meeting is listed in the agenda. Reports from County and District Councillors, or representatives from outside bodies and the Police may be given during this time.

2. To receive apologies and reasons given
 
3. Disclosure of interests in accordance with the Localism Act 2011 and to 
    consider any requests for dispensation. Disclosures may be made at any
    point in the meeting and a Councillor may leave the meeting or be asked to leave if 
    dispensation has not been granted or if would be deemed prejudicial to proceedings. 
     
4. To receive and approve the notes of the Parish Council meeting on 4th  
    November 2021

* Replacement pads & battery received from L.I.V.E.S. Stored by Cllr. R. Walker and available for replacement in December
 
6.  Finance matters
a) To approve expenses for December 2021 
b) To note balances against budget expenditure up to 09.11.21
c) To acknowledge and sign monthly bank reconciliation and current account statement up to 09.11.21 
 
7. Revised Budget 2022-23
To review revised budget and raise any item for discussion 
 
8. Precept 2022-23
To note comparison of rates with the anticipated precept increase for 2022-23
 
9. To consider grants requests for 2022-23
a) Scotton Parochial Church Council - £900.00 
For grass maintenance
b) Scotton & District W.I.- £157.94 - To purchase notice boards
c) Scotton Village Hall
i) Grass maintenance £2,200.00
ii) Purchase of equipment £3,000.00
 
10. Update on Speed Indicator Sign (SID)
To review invoice received and approve additional VAT - £3,129.60
 
11. Grass maintenance Tender
a) To approve the Procurement policy
b) To amend the current grass cutting year schedule to start from April instead of March to coincide with the financial year  
c) To nominate a Councillor who could be contacted should contractors wish to be shown areas of work in the schedule (when the clerk is unavailable) 
 
12. Scotton Beck
To discuss request from resident to clear the Beck from Beck's Lane
 
13. Allotment
a) To hear any update about the offer of trees form Northorpe Parish Council; and any trees received and planted since the last meeting
b) To hear any further updates about planting of the fruit trees from 'Apples & Orchards' 
c) Any other allotment matters - letter sent to allotment holder regarding rubble
 
14. To discuss correspondence received
a) Eau Valley Singer's group: Request to continue using filing cabinet at village hall; period of agreement should be reviewed and any notice period prior to requesting its return to the Council agreed
b) St. Genewys Church Christmas Tree Festival to raise funds for the Tower 
i) Discussion of Local Government Act 1972, section 137 (4) (a) the Parish Council's 'Power of last resort'.
 
15. Purchase of bench to commemorate Queen's Platinum Jubilee
 
16. To hear any update from the Village Hall , Cllr. S. Walker
 
17. Banking
a) Update on Clerk's Internet Banking application and current mandate
b) To approve the updated Electronic Payments policy
 
18. To approve amended Standing Orders 2021-22 and website accessibility statement
 
19. Training
Permission for Clerk to attend 'Clerk's Networking Day - Cost of £15+ vat
 
20. Parish Councillors' Reports
Councillors' reports and items for inclusion on the next agenda. Councillors may use this opportunity to report minor matters of information not included elsewhere on the 
agenda and to raise items for future agendas. Decisions may not be made in this part of the meeting.
