Parish Councillors are summoned to attend a Meeting of Scotton Parish Council which will be held via Zoom video conferencing on Thursday, 8th April 2021 at 6.00pm.

Public Questions Time - Members of the public are permitted to speak and ask questions during public question time. There is a limit of three minutes speaking time per person. Council is not required to give an immediate answer to a question or debate it at the meeting. Once Public Question Time is over and the Council has started the main meeting members of the public are welcome to remain for the duration of the meeting but may not participate further. There are occasions when the public and press maybe excluded from a meeting due to the confidential nature of the business to be discussed.
The business to be dealt with at the meeting is listed in the agenda. Reports from County and District Councillors, representatives of outside bodies and the Police will be given during this time, should there be any.

consider any requests for dispensations

6. Finance matters
a) 2020-21
i) To note income and expenditure for year 2020-21
ii) To resolve to certify the Council as EXEMPT from a limited assurance review due to qualifying as a smaller authority with neither income nor expenditure of £25,000 for the Annual Government Audit 2020-21
b) 2021-22
i) To adjust budget for 2021-22 to allow monthly payment distribution of period 13
ii) To receive income and approve payments for April 2021 (schedule attached)
iii) To approve payment of ratified grant awards on receipt of precept for 2021-22:
- Scotton Parochial Church Council £900.00
- Scotton Village Hall £1,600.00
7. To consider government legislation allowing virtual meetings
a) General update on legislation and the legal challenge to refusal to extend virtual meetings and considerations arising from a success or unsuccessful decision
b) Should the legal challenge from Hertfordshire County Council, Lawyers in local government and Association of Democratic Services be successful, the annual meeting of council be held remotely at a time and date to be arranged.
i) To consider renewal of Zoom subscription expiring 22nd April to allow for continuation of virtual meetings
b) Should the legal challenge be unsuccessful, the annual meeting of Council will be held in a venue to be arranged on a date to be arranged between 17th and 31st May
ii) To discuss available venues: the village hall, St. Genewys church or the village hall car park
8.Scotton Neighbourhood Plan
a) To discuss referendum and any other considerations arising
9. Allotment matters
a) To hear any updates on the Recreation ground
b) To receive an update on the bench replacement
c) Any other general allotment update
10. Environmental matters
a) To hear any updates on the Jubilee tree
b) To consider any updates on the formation of a Beck Pressure group with neighbouring parishes and the name suggested for the group ‘Eau Valley Forum’
c) To discuss the ‘20’s Plenty’ campaign
d) To discuss planting verges with wildflowers and identify possible locations
e) Dog fouling in the Village
f) To hear a report on the levels of grit in bins and consider if further action is needed
g) To discuss the village name signs
