SCOTTON PARISH COUNCIL
MINUTES OF THE MEETING HELD ON ZOOM VIDEO CONFERENCING THURSDAY 6th MAY 2021 AT 6PM


Present: Councillors R. Walker, R. Littlewood, P. Kulleseid, J. Robinson, A. Robinson and A. Ramsay

In attendance: Leticia Cooper (Clerk & RFO)

There were no members of the public present and the meeting began at 18:00

 >14/05/21 Election of chair and signing of the Declaration of Acceptance of office
Cllr. Walker was proposed by Cllr. Kulleseid and seconded by Cllr. J. Robinson.  It was RESOLVED unanimously to re-elect Cllr. Walker as chairman.  The Declaration of Acceptance of office was duly signed.

>15/05/21 Election of Vice chair
There were no nominations for Vice chair.

>16/05/21 Election of allotment wardens 2021 – 22
Cllr. Ramsay, Rob Ramsay and John Laughton were re-elected.                    

>17/05/21 Disclosure of interests in accordance with the Localism Act 2011 and to consider any requests for dispensation
There were none.

>18/05/21 To receive and approve the notes of the Parish meeting on 8th April 2021
It was RESOLVED unanimously that notes be approved as a correct record and signed as Minutes.

>19/05/21 Clerk’s Report

  • Cllr. R. Ramsay had resigned from the Council due to work commitments.  A brief explanation was given on the procedure that would follow and how it would be advertised by West Lindsey District Council (WLDC).
  • The accounts had been prepared for the internal audit and would  be delivered to Mrs Sylvester following the meeting.
  • Letters of thanks had been received from Scotton Parochial Church Council and the Village hall for grants awarded.
  • WLDC was offering free training on planning to all parish councils.  Details and dates circulated before the meeting.  Any Councillors wishing to go should let the clerk know.

>20/05/21 Finance matters
20.1 To approve expenditure for May
It was RESOLVED unanimously to approve the following expenses:-

>21/05/21 Village Maintenance
21.1 To discuss the addition of two areas of the village to the grass cutting schedule and consider any possible implications and costs

Following discussion, it was RESOLVED to include the two areas to the maintenance schedule.  The clerk was asked to obtain a map of the areas cut by Lincolnshire County Council, to avoid duplication.
21.2 Benches 
Cllr. Walker had obtained a quote from David Small for repairs to the bench on Kirton Road.  Due to the need to repair the bench as soon as possible it was RESOLVED to accept the quote for £70.00.
It was suggested that benches made from recycled material could be sourced to replace any future benches.  Cllr. Walker suggested discussing the placement of a new bench at the recreation ground during a site visit, so it could be visualised.
21.3 To hear an update on the replacement signs leading to the recreation ground
Cllr. Walker had arranged for two replacement signs to be made at a cost of £49.56.  It was RESOLVED unanimously to approve the costs.

>22/05/21 Allotment matters
There were none.

Cllr. Littlewood joined the meeting at 18.27.

>23/05/21 Environmental matters
23.1 To hear any updates on the Jubilee Tree

Lincolnshire County Council (LCC) advised that a Silver Lime had been chosen to replace the Jubilee tree.  The clerk was waiting for notification of the schedule of works to remove the tree.
23.2 To discuss any updates on the 20’s Plenty campaign
There were no updates to report.  However, after discussion it was suggested that the parish could approach the Road Safety Partnership to ask if a speed survey could be done.  Clerk to make enquiries.
23.3 To discuss the planting of wildflowers on verges and purchase of wildflower bombs
The clerk had been advised by LCC that the parish would need to apply for a licence to cultivate before planting a wildflower verge.  Wildflower bombs had been purchased and these would be trialled.  To be returned to the agenda at a later date.

The application had been withdrawn by the applicant.

There were no comments or objections.

>25/05/21 Councillors Reports
Cllr. Walker noted that following the resignation of Cllr. R. Ramsay another signatory would need to be added to the bank mandate.  It was asked if any councillor present would be willing to become a signatory.  Cllrs. J & A Robinson expressed interest.
Cllr. Walker would obtain paperwork from the bank and pass this on to them for completion.
