MINUTES OF THE SCOTTON PARISH COUNCIL MEETING HELD ON THURSDAY 2ND JULY 2026 AT 6PM SCOTTON VILLAGE HALL

PRESENT - Cllr R Walker (Chair), Cllr S Walker (Clerk and RFO), Cllr H Alexander, Cllr K Ibbeson, Cllr Y Huddleston, District Cllr K Carless & County Cllr C Reeve

1. PUBLIC SESSION – No members of the public present

2. APOLOGIES – None received

3. REPORTS FROM COUNTY/DISTRICT COUNCILLORS – Cllr Carless raised the following points.

a. Public toilets in Market Rasen, Caistor and on Roseway (Gainsborough) are to be refurbished

b. The two-hour free parking in all council carparks in Gainsborough is to continue till January 2027

c. Retail units by the new cinema in Gainsborough have had interest including from Edinburgh Woollen Mill and a florist business.

d. The “Pride in Place” scheme is continuing to bring about improvements within Gainsborough.

e. Complaints have been made about the local bus service (No 100) ceasing at around 7pm each evening. At this point it is unclear whether any changes will be made.

County Councillor Reeve was asked whether any firm plans were in place to improve the movement across the Trent Bridge in Gainsborough. The aim is to alleviate congestion at peak times. Since this crosses the boundary from Lincolnshire to Nottinghamshire it will be a joint effort from both authorities. Currently no firm plans are in place.

County Councillor Reeve also stated that former coal-fired power stations near Gainsborough are being converted into small modular reactors.

6. MINUTES FROM MEETING 7TH JUNE 2026 – Cllr Huddleston pointed out that she was not named as attending. Clerk to rectify this before the minutes go onto the website.

7. FINANCE – Payment to Mr Williams for grass cutting was agreed at £180.00.

Payment was agreed to purchase 10 hours on the LALC website at a cost of £240

8. BANKING – Despite past problems with payments leaving the account it was decided, at this time, to stay with TSB

9. PLANNING UPDATES – It has come to the notice of the Parish Council via a parishioner that the Manor House on the High Street could be in line to be demolished. Unable to confirm this at the moment and situation to be monitored.

10. VILLAGE HALL – Cllr S Walker made the following points.

a. The playground refurbishment is now complete and is now open for use. The VHMC are very grateful for the £16,000 grant from WLDC which helped to make this possible.

b. The hot water system at the hall is experiencing difficulties which will mean extensive work to put right. This could be in the region of £3,000. Cllr Carless to investigate any possible grants from WLDC which may be available.

c. The village fete on the 27th of June raised a total of £3,435.52.

11. PINFOLD UPDATE – Cllr Alexander and Cllr R Walker have replanted the containers for the summer.

12. ORCHARD – One fruit tree has died but it was decided not to replace at the moment.

13. HIMALAYAN BALSAM – Cllr Reeve kindly obtained from LCC a plan for eradicating this. The work involved would be extensive, certainly too much for one person and would require a contractor. It was therefore decided that no action would be taken except to monitor the situation.

14. SAPLINGS – Following a notice on Facebook the saplings being cared for by Cllr Alexander have all found new homes within the local area.

15. COUNCILLORS REPORTS – No reports
