SCOTTON PARISH COUNCIL MEETING HELD ON THURSDAY 1ST AUGUST 2024 AT 6PM SCOTTON VILLAGE HALL
MINUTES
1) CLLR WALKER OPENED THE MEETING AT 6PM
2) NO PUBLIC PRESENT
3) NO COUNTY OR DISTRICT COUNCILLORS PRESENT
4) APOLOGIES RECEIVED FROM LETICIA COOPER (CLERK) AND KAREN CARLESS (DISTRICT COUNCILLOR)
5) THERE WERE NO DECLARATIONS OF INTEREST
6) THE MINUTES OF THE MEETING HELD ON THE 28TH of JUNE WERE AGREED TO BE A TRUE REPRESENTATION
7)FINANCE
CLERKS SALARY £397.40
8) AFTER A DISCUSSION THE FOLLOWING POINTS WERE AGREED. CLLR ALEXANDER NOW HAS THE USB AND THE CLERK IS TO BRING THE TWO LAPTOPS IN HER POSSESSION TO THE NEXT MEETING. IT WAS REQUESTED THAT ANY OLD MATERIAL BE DOWNLOADED TO THE OLD LAPTOP AND CLLR ALEXANDER WILL THEN RETAIN THIS IN CASE OF CLERK PROLONGED ABSENCE/LEAVING. IT WAS AGREED THAT NO EXTRA INSURANCE WAS NECESSARY IN ORDER TO DO THIS.
IT WAS FURTHER AGREED THAT WE REQUEST THAT THE CLERK REFRAINS FROM ISSUING LENGTHY EMAILS POST MEETINGS. ALL AGREEMENTS ARE MADE AT THE MEETINGS AND THESE SHOULD BE HONOURED. THE CLERK SHOULD BE AN ADVISOR TO THE COUNCIL PARTICULARLY REGARDING LEGAL MATTERS AND SHOULD IN NO WAY SEEK TO CHANGE DECISIONS ALREADY MADE.IT WAS FURTHER REQUESTED THAT THE CLERK BRINGS THE END OF YEAR ACCOUNTS AND VAT RETURNS SO THEY CAN BE PLACED IN THE FILING CABINET FOR FUTURE REFERENCE AS REQUIRED.
9) CLLR ALEXANDER STATED THAT FOLLOWING INVESTIGATION OF LCC GRANTS FOR THE ORCHARD WE WOUKLD NOT MEET THE CRITERIA AND IT WAS DECIDED TO GET ANY FURTHER REQUIREMENTS FROM THE WOODLAND TRUST
10) FOLLOWING ON FROM THIS IT WAS AGREED TO APPLY TO THE WOODLAND TRUST FOR SAPLINGS TO BE PLANTED AT THE FIRST ENTRANCE TO THE ORCHARD.
CLLR HUDDLESTON ASKED IF IT WOULD BE POSSIBLE TO GET THE OLD SCRAP METAL AT THE ORCHARD END REMOVED. THIS WAS NOT DISMISSED ENTIRELY BUT COUNCILLORS EXPRESSED CONCERNS REGARDING HOW DIFFICULT THIS WOULD BE.
CLIVE WILLIAMS BILL WAS PRESENTED TOTAL £240 (JULY)
11) A COMPLAINT PUT TO LCC REGARDING GRASS CUTTING ON PUBLIC FOOTPATHS HAD BEEN ACKNOWLEDGED . THE PATH TO KIRTON HAS NOW BEEN CUT BUT GREEN LANE HAS NOT
12) A COMPLAINT WAS SENT TO LCC REGARDING NON-NOTIFICATION OF ROAD CLOSURES IN THE AREA. DELIVERY OF NOTIFICATIONS WAS, TO SAY THE LEAST, SPORADIC AND AN APOLOGY WAS RECEIVED.
LCC HAVE ALSO AGREED TO MONITOR SCOTTER ROAD FOR SPEEDING.
13) A PLANNING APPLICATION HAS BEEN SUBMITTED TO WLDC FOR A WELFARE HUT AND A CHICKEN COOP AT THE FISHING POND ON SCOTTER ROAD. IT WAS AGREED TO SUBMIT AN OBJECTION ON THE GROUNDS THAT THIS SITE SHOULD IN NO WAY BE USED AS A DWELLING.
14) CONCERNS ARE BEING RAISED BY THE VHMC ABOUT THE WORKMANSHIP ON THE MUGA. SEVERAL AREAS REQUIRE ATTENTION AND TO THIS END THEY HAVE REQUESTED A SITE MEETING WITH LIGHTMAIN TO DISCUSS THE CONTRACTORS WORK.
15) CLLR JOHNSON STATED THAT HE IS STILL WAITING FOR A REPLY FROM THE EMERGENCY PLANNING TEAM (STEVE)
