MINUTES OF THE MEETING HELD AT SCOTTON VILLAGE HALL
NORTHORPE ROAD DN21 3RB

THURSDAY 21ST JULY 2022 AT 6PM

Present: Councillors R.Walker (Chairman), S. Walker (Minute taker) and Dr M. Johnson.

There were no members of the public.

The Chairman opened the meeting at 6pm.

Item 074/7/22 To receive apologies and reason for absence
Apologies were received from Cllr. A. Ramsay. It was voted upon and unanimously RESOLVED to accept the apology and reason for absence.

Item 075/7/22 Disclosure of interests in accordance with the Localism Act 2011 and consider any requests for dispensation
There were none.

Item 076/7/22 To discuss planning matters and consider any actions
a) Applications received for comment including material amendments.

  • Planning application 145005 – Laughton Croft Nursing Home, Scotter Road, Scotter Common, DN21 3JF
    Request for confirmation of compliance with condition 3 of planning permission 144402 granted 6 April 2022.

The Council had no comments.

  • Planning application 145041 – Land off, Scotter Road, DN21 3QU

           Planning application for change the use of part of an arable field into a wildlife and private fishing pond.

Following discussion, it was voted upon and unanimously RESOLVED to object to the application and to submit the comments below:-

- The parish council agrees with all the guidelines set down by the IDB with reference to channelling of surface water and further percolation tests to ascertain all year soakaway capacity. The Council suggests that a fully considered management plan would be necessary to explain how excess water will be channelled to prevent flooding or the overloading of existing water drainage systems and water courses, especially during seasons when large volumes of water may overload the current drainage capacity. What overflows have been considered to deal with large volumes of water in winter months or sudden downpours.
- If the proposed pond is accessible by dog walkers or those using a right to roam the area should be fenced off and all suitable safety notices including lifesaving floatation devices made available.
- There is no explanation of what is meant by 'private fishing' or the numbers involved though the applicant states there is no economic activity

- The Council considers that a site plan indicating how cars would park on land accessing the track to the pond and the capacity for vehicles on-site would be helpful

  • Planning application 145075 – Plot 1, Land south of Eastgate, DN21 3QR
    Application for non-material amendment to planning permission 142666 granted 27 May 2021 - amended brick type

Information only - the consultation period had ended, and no further comments could be made.

  • Planning application 145130 – The Orchard, Gainsborough Road, Scotter Common, DN21 3JF
    Application for lawful development certificate for an existing use in breach of a planning condition - condition 2 of planning permission W89/561/93.

Following discussion, it was voted upon and unanimously RESOLVED to object to the application and to submit the comments below:-

- The proposed removal of planning condition 2 would conflict with policies LP2 and LP55 of the Central Lincolnshire Plan, Policy 5 of the Scotton Neighbourhood Plan.
-This application which would result in an inappropriate form of development in the countryside.
- The application for this dwelling was approved due to the conditions laid down and it seems the applicant is fully aware of this and has not given any reason why it should be removed.
