MINUTES OF THE MEETING HELD AT SCOTTON VILLAGE HALL NORTHORPE ROAD DN21 3RB THURSDAY 3rd FEBRUARY 2022 AT 6PM

The chairman opened the meeting at 18:00. There were no members of the public.
- 149/2//22 Chairman’s welcoming remarks
The chairman welcomed everyone to the meeting. - 150/2/22 To receive apologies and ratify reason for absence
It was voted upon and unanimously resolved to accept apologies from Cllr. R. Littlewood and Cllrs. J & A Robinson, for the meeting in January, which had been received in good time. - 151/2/22 Disclosure of interests in accordance with the Localism Act 2011 and consider any requests for dispensation
There were none. - 152/2/22 To receive and ratify as Minutes the notes of the meeting on 3rd January 2022
It was voted upon and unanimously RESOLVED to accept the notes as a correct record and signed as Minutes. - 153/2/22 Finance matters
a) It was voted upon and unanimously RESOLVED to approve expenses for February 2022.

b) Budget expenditure up to 12th January was noted. Invoices, bank statements and financial information available for scrutiny.
- 154/2/22 To discuss the Parish Agreement
Details of the Parish Agreement were circulated before the meeting. Cllr. R. Walker summarised briefly and invited discussion. It was subsequently voted upon and unanimously resolved to take part in the scheme for the year 2022-23. - 155/2/22 Allotment update
a) Five trees had been planted at the Orchard site with the involvement of local families. Seven more trees had been received and would be planted on Saturday 5 February at 1pm. The planting day had been advertised locally.
A donation of £30 had been received for purchase of a tree and the installation of a memorial plaque. Cllr. R. Walker would purchase the tree and plaque and submit an invoice for reimbursement. It was voted upon unanimously resolved to reimburse Cllr. R. Walker on receipt of the invoice.
A resident had set up a ‘Scotton Orchard’ Facebook page and a younger resident taking part in the Duke of Edinburgh silver award had become involved in the project. It was hoped to sow wildflower seeds and possibly introduce planters, as the project developed.
b) Cllr. R. Walker had circulated the inscribed plaque prior to the meeting. It was suggested that design, inscription, and basic rules to allow for easy maintenance, access and development at the Orchard site could be included in the accompanying tender document for Orchard maintenance, to be discussed at next month’s meeting.
c) It was voted upon and unanimously resolved to appoint Cllr. R. Walker as lead Councillor responsible for monitoring Scotton Orchard. It was also hoped to develop Community involvement and encourage residents to take ownership of the project, going forward.

Payment had been sent and received but there had been no further contact from the Road Safety Partnership. Clerk to chase for an update. - 157/2/22 To hear any updates about the purchase of a bench for the Recreation Ground to commemorate the Queen’s Platinum Jubilee and consider any actions
Cllr. R. Walker discussed the various benches available and invited discussion. It was mentioned that West Lindsey District Council (WLDC) were offering funding of up to £700 to various groups including Parish Councils to celebrate the Queen’s Platinum Jubilee. It was voted upon and unanimously resolved to apply for funding to finance three commemorative benches for the Jubilee. - 158/2/22 Updating of Village Name signs
A request had been submitted to the regional Highway Officer for Scotton to remove the ‘Best Kept Village’ sign on the Village Name plates and to replace it with ‘Please drive carefully through our village’ on all village name signs. - 159/2/22 Request to site bench on land near kiosk
The regional Highway’s Officer had inspected the site of the proposed bench and gave permission for its installation. - 160/2/22 To hear any updates from the Village Hall Management Committee (VHMC) – Cllr. S. Walker
Cllr. S. Walker advised the VHMC would be purchasing a children’s slide for the recreation area. - 161/2/22 Planning
a) Applications received comment
144232 – Land south of Eastgate, Scotton, Lincolnshire, DN21 3QR
Outline planning application to erect 9no. dwellings with access to be considered and not reserved for subsequent applications, being variation of condition 4 of planning permission 139520 granted 16 January 2020 - re: works to improve public highway.
- Ian Elliott, Senior. Dev. Manager, Planning WLDC responded to the issue of inappropriately scaled plans as follows, [sic] “properly scaled drawings are necessary . . . have been formally requested . . . failure to provide scaled drawings could lead to a refusal decision . . . receipt of appropriately scaled drawings will trigger . . . a re-consult period of 14 days.”
The lack of properly scaled drawings was noted. There was continued concern about the newly laid pavement. It was suggested that a traffic sign stating, ‘Beware of oncoming traffic’ would provide a suitable warning to pedestrian and road users. Cllr. R. Walker to investigate further.

Permitted Development Rights allow householders to improve and extend their homes without the need to apply for planning permission. Certain types of developments that meet the criteria in section 55(2) of the Town and Country Planning Act 1990 do not amount to development
