Minutes Of The Extraordinary Meeting Of The Parish Council Held On Friday 21st February 2020 At 6pm, Village Hall, Northorpe Road, Scotton DN21 2RB

 

Present: Councillors: R. Walker (Chairman), P. Kulleseid, J. Robinson, A. Robinson and A. Ramsay PCSO B. Thomas, Councillor L. Clews Leticia Cooper (Parish Clerk) and 11 members of the public

 

The meeting began at 6.00pm with the 15 minutes public forum.

 

Large scale plans of the three planning applications to be discussed were available to view during the public forum and questions were taken. A resident expressed an objection to planning application number 140545 at 9 Eastgate, Scotton.

The committee turned to the business on the agenda at 6.15pm.

 

019/20 To receive and accept apologies for absence Apologies and reasons for absence were received and accepted from Cllrs. R. Littlewood and R. Ramsay.

 

020/20 To receive declaration of interests in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations There were none.

 

021/20 To receive and approve the notes of the Full Parish meeting on 6th February 2020 as Minutes. Unanimously Resolved that the above notes be approved as a correct record and signed as Minutes.

 

022/20 To review planning applications and formulate responses

i) 140545 Plot 9, Land south of Eastgate, Scotton DN21 3QR Planning application for 1no. dwelling with detached garage, workshop and annexe Following thorough discussion it was unanimously Resolved to object to this application.

ii) 140547 Plot 5, Land south of Eastgate, Scotton DN21 3QR Application for approval of reserved matters for the erection of 1no. dwelling considering appearance, landscaping, layout and scale following outline planning permission 139520 granted 16.01.20 It was unanimously Resolved to object to this application.

iii) 140579 Plot 7, Land south of Eastgate, Scotton DN21 3QR Application for approval of reserved matters for the erection of 1no. dwelling, considering appearance, landscaping, layout and scale following outline planning permission 139520 granted 16.01.20 It was unanimously Resolved to object to this application.

The Parish Council noted that all three applications had not submitted reports on how access, congestion and drainage issues would be managed. The Council had written to Severn Trent Water to enquire about the capacity of existing drains and were advised that the sewage network in the village only captured foul water. Water run-off and surface water should be dealt with by soakaways. This concluded that existing sewage infrastructure was not designed to cope with surface water and run-off. The increased volumes of water or the connection of storm drains to the foul water drains, could increase the risk of flooding, both in the village and to the neighbouring village of Scotter. Action: Clerk to send reasons for objections to WLDC.

 

023/20 Future agenda items To discuss change of date for the village litter pick.

 

024/20 Date of next meeting 5th March 2020 at 6pm

 

025/20 To Resolve to suspend Standing Orders and move into closed session to discuss the reason for Cllr. Littlewood’s absence

 

That the Parish Council move into closed session to discuss the reason for Cllr. Littlewood absence at the meeting, unanimously Resolved. The meeting ended at 7.00pm.
