MINUTES OF THE MEETING OF SCOTTON PARISH COUNCIL HELD ON THURSDAY 5TH JUNE 2025 6PM SCOTTON VILLAGE HALL
 
1) PRESENT  -  Cllr R Walker (Chair)  -  Cllr S Walker (Acting Clerk and RFO)  -  Cllr K Ibbeson  -  Cllr Y Huddleston  -  Cllr H Alexander  -  County Cllr C Reeve  -  District Cllr K Carless  -  Mr Gandy (Parishioner)
2) CHAIRS OPENING REMARKS  -  Cllr R Walker opened the meeting at 6pm
3) PUBLIC SESSION  -  Mr Gandy raised the following points
a)The state of the footpath between Scotton and Scotter particularly regarding width and potholes/cracks on the surface. Cllr C Reeve stated that this was a common problem and was aware of a similar situation where, because no help was forthcoming from the local authority, a “working party” of parishioners was formed and they carried out the necessary repairs. Cllr R Walker stated that this footpath had been reported to LCC on numerous occasions and the reply was that they would monitor the situation. It was agreed that it should be reported again (Cllr Reeve to identify the most appropriate person to report to) and that he should be copied in at which point he would give his support.
Regarding speeding vehicles entering the village from Scotter, previously raised by Mr Gandy, this had resulted in Cllr R Walker attempting to form a speed monitoring group, but insufficient volunteers had come forward to make this viable
4) APOLOGIES  -  None received
5) REPORTS FRON COUNTY/DISTRICT COUNCILLORS  -
District Cllr K Carless reported the following points.
a) Baltic Mill, a green open space in Gainsborough was now open.
b) The new cinema in Gainsborough is scheduled to be opened soon. Date to be confirmed.
c) Domestic food waste bins are to be introduced in 2026 by WLDC
d) The GO Festival will take place in Gainsborough town centre on Saturday 14th June.
e) County and district councillors will be present at the Lincolnshire Show schedules for 18 & 19th June.
f) Cllr K Carless stated that she was now an independent councillor having resigned from the Liberal Democrats. She gave assurance that nothing would change regarding her commitments to the post. She also stated that she is now the “Armed Forces Champion” for WLDC.
6) DECLARATION OF INTERESTS  -  Remains unchanged.
7) MINUTES OF THE MEETING HELD ON 2ND MAY 2025  -  The minutes were accepted as a true account of the proceedings
8) FINANCE  -  The following payments were agreed
a) Mr Williams  -  £220.00 (Grass cutting)
b) LALC                -  £ 42.00   (Training for Cllr Ibbeson)
9) VILLAGE HALL UPDATE  -  Cllr S Walker reported that the main emphasis for the VHMC, now, is the village fete due to take place on 21st June. 
Estimates are being sought for some redecoration in the village hall
10) PINFOLD UPDATE  -  Cllr H Alexander stated that the planters would be replanted very soon.
11) ORCHARD UPDATE  -  Mr Williams has cut back the first entrance to the orchard to make access easier and Cllr H Alexander stated that the new saplings in his care would be planted out soon
12) FOOTPATH SCOTTER TO SCOTTON  -  See public session
13) SAFETY TRAINING  -  Following concern from a member of the VHMC regarding a DIY repair in the playground it was confirmed by Cllr S Walker this would now not be taking place. Cllr R Walker stated that due to the different areas covered by safety legislation any training would have to be very specific to a particular area. He also stated that training is available to enable the annual inspection of the playground to be carried out “In-House”. Costings to be investigated.
14) COUNCILLORS REPORT/S  -  The following points were raised
a) Cllr K Ibbeson stated the LALC TRAINING session for new councillors, conducted via Zoom, had been both interesting and extremely useful.
b) Cllr Y Huddleston stated that she had cleared the footpath within the recreation area of brambles and other vegetation to enable easier access and that she had also placed artificial grass under the new bench in the orchard to hopefully deter weed growth.
c) Cllr R Walker stated that the planning application for Blyton Racetrack had been passed by WLDC.
d) Cllr K Carless asked about the emergency plan for the village started by Cllr M Johnson (Retired). Enquiries to be made to the relevant authority as nothing heard since papers were submitted.
