MINUTES OF THE SCOTTON PARISH COUNCIL MEETING HELD ON THE 4TH of NOVEMBER 2025 AT SCOTTON VILLAGE HALL 7PM
1) PRESENT - Cllr Alexander, Cllr Ibbeson, Cllr Siddall, Cllr R Walker (Chair) & Cllr S Walker (Acting Clerk and RFO)
2) APOLOGIES – County Cllr. Reeve
3) CHAIRS OPENING REMARKS - Cllr R Walker opened the meeting at 7.05pm
4) PUBLIC SESSION - None present
5) COUNTY COUNCILLORS/DISTRICT COUNCILLORS - None present.
6) DECLARATION OF INTERESTS – Remains unchanged.
7) MINUTES FROM MEETING ON 2ND OCTOBER 2025 - In future all reference to the Localism Act should be dates 2011.
8) AGAR - Cllr R Walker stated that the new domain now being used for PC business will be free for the first year.
E- training may be available from the LALC. Cllr R Walker to enquire. £50 budget agreed.
Cllr R Walker to purchase 5 USBs for storage of policy documents. £60 budget agreed. Obtained at a cost of £28.79.
9) FINANCE -
a) Cllr Siddall to take part in an online training session for new councillors on 11th November. Payment agreed at £42.00.
b) Grass cutting (Mr Williams). Agreed £180 for October.
c) Himalayan balsam update expected next week via Cllr Alexander. No budget agreed now.
d) Emergency plan – Draft flyer compiled by Cllr Siddall was accepted and 260 copies to be printed for distribution at a cost of £20. (David Barlow Printers). Date for village meeting to be agreed at the December meeting. Distribution rota to be agreed.
e) All three allotments rent now paid.
f) LCC verge cutting - Invoice for £796.85 submitted. Awaiting payment.RW
g) Payment for IOC agreed at £52.
10) VILLAGE HALL - Still waiting for update from WLDC regarding grant application.
11) PENFOLD/ORCHARD UPDATE - Conifers in penfold planters to be re-located when weather allows. Parishioner given permission to plant a fruit tree in the orchard in memory of her late husband. This will be with the help of her family.
12) PRECEPT/BUDGET - After a discussion the councillors agreed that £1000 be awarded to the church for upkeep of the churchyard and £1,800 be awarded to the village hall/playground for upkeep of playground and surrounding areas and the annual ROSPA inspection.
Councillors agreed to increase the precept application to £14,000.
Possible grant may be available to the village hall committee for playground refurbishment (Toddler area). To be agreed.
13) COUNCILLORS COMMENTS - Cllr Alexander requested that the remaining signposts within the village be reported for possible refurbishment/replacement.
