SCOTTON PARISH COUNCIL MEETING HELD ON THURSDAY 6TH MARCH 2025 6PM SCOTTON VILLAGE HALL
MINUTES
1) PRESENT - Cllr R Walker(Chair and RFO) Cllr S Walker(Acting Clerk)

2) APOLOGIES - None
3) OPENING REMARKS - Cllr R Walker opened the meeting at 6pm
4) PUBLIC SESSION - No members of the public present
5) COUNTY/DISTRICT CLLRS - Cllr Carless reported the following
a) Regarding the former RAF Scampton site administrators are to attend a meeting in London urging that the site is used for aerospace matters as well as a heritage site.
b) County Council elections are to take place on 1st May 2025. These will also include election of the Mayor of Lincolnshire
c) Due to the Local Government Reorganisation(LGR) and the changes this will bring ,the District Councillor role could become an obsolete role.However ,LGR is ongoing and this has yet to be confirmed.
6) DECLARATION OF INTERESTS - All ready declarations in force
7) MINUTES OF THE MEETING 6/2/2025 - These were accepted as a true record of proceedings.
8) FINANCE
a) Cllr R Walker stated that TSB had sent an email apologizing for the delay in changing the banking mandate. This is now progressing through the system.
Cllr R Walker asked that councillors take a look at Unity Trust banking in case a change of banking facilities is deemed necessary
b) An update to the village hall electricity system has been completed and the new suspended ceiling for the kitchen will be installed 10th/11th March. Money for this will be requested when work is completed. (£2,200.00 grant remains)
c) After a discussion it was decided not to pay the annual LALC payment
d) Cllr Ibbeson has been booked onto a training session for new councillors to take place on 8th May. The session is via zoom.
9) AUDIT UPDATE - Parish Council accounts to go to auditor after the April meeting ( 3rd April 2025)
10) VILLAGE HALL - Two quotes for the complete renewal of the playground equipment have been received. Each in the region of £100,000 Further options to be explored including repairing of current equipment. Next ROSPA inspection due August 2025
11) PINFOLD UPDATES - Cllr Alexander stated that the planted tubs were doing well, and the spring bulbs were flowering but would need replanting in the spring.
12) ORCHARD UPDATES - Due to the weather forecast predicting a colder spell the saplings will be planted late March/early April. The proposed site may need some clearing prior to planting taking place. Cllr Alexander proposed a series of red flags to deter possible damage from deer/rabbits. There has been no contact from the two people wishing to plant fruit trees in memory of loved ones.
13) DISTRICT CLLR/PARISH CLLR SURGERY - The proposed surgery will commence on 8th April in the village hall. Cllr S Walker to put information on the Scotton Facebook site inviting parishioners to attend for general advice. The Parish Council agreed to pay for the hire of the hall.

14) PROPOSED SEAT BECK LANE - Cllr Huddleston requested that the proposed seat be placed in the orchard at the higher end reached by the first entrance. Doubts were raised as to the suitability of this site and Cllr Alexander said he will visit the site and report back to the April meeting.
15) PLANNING
a) BLYTON RACETRACK - Cllr R Walker has sent an objection to WLDC planning regarding the proposed changes applied for. As Cllr Carless is on the planning committee and therefore unable to comment she suggested that the remaining two district councillors and the environmental department could be contacted for advice. Cllr Alexander stated that in his opinion the noise from the site had worsened of late.
b) Cllr Carless stated that a proposal had been submitted for a solar storage facility at Cleatham which would border both Scotter and Messingham. She is intending to attend a meeting regarding this proposal on 13th March 2025 when more details will be available.
16) WESTFIELD POND - Updates from meetings with Greenbelt
17) PARKING PROBLEMS EASTGATE - Due to the decision by Lincs Safety to not take any action to resolve the obvious problems nothing more can be done.
18) VE DAY - After a discussion it was agreed the Parish Council would purchase 10 cardboard plaques for display around the village. Total cost £51.99
19) COUNCILLORS REPORTS - No reports
