MINUTES OF THE EXTRAORDINARY MEETING OF SCOTTON PARISH COUNCIL HELD AT SCOTTON VILLAGE HALL NORTHORPE ROAD DN21 3RB
THURSDAY 3RD AUGUST 2023 AT 6PM

Item 77/08/23 Chairman’s welcome
The chairman welcomed all to the meeting.
Item 78/08/23 Public session
There were no members of the public.
Item 79/08/23 To hear reports from County or District Councillors
There were none.
Item 80/08/23 To hear apologies and receive reasons for absence
Apologies were received from Cllr. R. Littlewood and Mrs L. Cooper, Parish Clerk. It was voted upon and unanimously RESOLVED to accept reasons for absence.
Item 81/08/23 To receive any declarations of interest in accordance with the Localism Act 2011 and to consider any requests for dispensation
There were none.
Item 82/08/23 To receive and approve notes of meeting held 6th July 2023
It was voted upon and unanimously RESOLVED to accept the notes of 6th July 2023 as a correct record and signed as Minutes.
Item 83/08/23 Finance
Bank records were available to read.
It was voted upon and unanimously RESOLVED to approve the following payments:-
- West Lindsey District Council £108.92 – Recharges for Uncontested parish election 4th May 2023
- LALC £17.00 VAT payment for subscription to ATS 2023/24
- Clive Williams – Grass cutting July (upon receipt of invoice)
Item 84/08/23 To discuss siting of new bench on Kirton Road and consider costs
The replacement bench has been delivered and installed.
Installation carried out by Mr Saxby at a cost of £30 which has been paid by Cllr R Walker from his own funds. To claim back after discussion at the September meeting
Item 85/08/23 To hear any updates on the Pinfold
Permission has been given by LCC to install two planters and a “gate”.As previously agreed, gate has been ordered complete with a SCOTTON sign.
After discussion it was voted upon and unanimously RESOLVED to order a second planter to match the first and to ask Mr Saxby to install two concrete plinths for the planters at a cost of £225 each. The second planter to bear a plaque ‘COMMEMORATING 50 YEARS OF SCOTTON PARISH COUNCIL 1973 – 2023.’
It was also agreed to order the necessary compost to be delivered to the site and to allow a £100 budget for initial planting for each planter.
It was further agreed, after discussion, that Mr Williams would be asked for an estimate to cut down the encroaching hedge on the penfold. This would be carried out after 1st September
Item 86/08/23 To consider members’ allowances in England and the chairman’s allowance
Cllr R Walker explained the allowances allowed to both the chair and councillors. Following a discussion, no councillor wished to claim the allowance so no further action will be taken.
Item 87/08/23 To discuss difficulties with parish laptop and consider funding for upgrade or replacement
Following a discussion, it was voted upon and unanimously RESOLVED to allow a budget of £250 to the parish clerk for the purchase of a new laptop for parish council business. It was also agreed to ask for the return of the old parish laptop.
Item 88/08/23 Parish Councillors’ Reports – Information only
- Cllr Alexander reported that Mr Davis of Lincolnshire Highways had approached him in relation to drains/drainage within the parish. Cllr Alexander agreed to take the lead on this.
- Rob and Andy Ramsay have agreed to look at woodland owned by the parish council and identify any work that may need doing.

- Footpath leading to East Ferry Road. Application by Ramblers Association
- Possible payment to villager for cutting grass along Beck Lane
