Proposal: Outline planning application to erect 9no. dwellings with garages-all matters reserved. Resubmission of 137268

Location: 16 Westgate Scotton Gainsborough DN21 3QX

Comments received from residents and Councillors:

This application is identical to a previous one which was withdrawn by the applicant.

It was commented that a survey had been carried out but there is no indication of the Great Crested Newts. This survey was carried out during a very dry period and the newts would not be on this land then. However, several nearby residents have reported that they are in their garden ponds and since these residents are at both sides of the proposed site it is highly unlikely that the newts are not back in this proposed development area.

The amount of survey results are inadequate both with regard to wildlife and the flooding of the site which regularly occurs. Indeed, Number 16 Westgate has itself been flooded in the past. The Environment Agency map of the area identified this land as a Flood Plain. The test holes which were carried out by the applicant show gleyling – where the soil is regularly waterlogged – which would indicate that no soakaways would be possible.

Concern was raised with regard to the access and egress to this land. Westgate is a busy road already and the width of the proposed access does not seem to allow for any splay for turning or vision when entering Westgate.

There is also no provision for existing two properties parking identified. This area already has a lot of parked vehicles. There is also concern that emergency vehicles would not be able to access this area safely and no indication for a footpath for residents of these proposed bungalows.

Concern was raised regarding the number of garages shown on the proposed map. These are 3 bedroomed bungalows so it is reasonable to suppose that each will have two cars. There does not seem to be adequate parking or a garage provided for every bungalow.

The council are to return these comments to wldc.
