Minutes Of A Meeting Of Scotton Parish Council Held On Tuesday 5th February 2019 In The Village Hall At 6pm

Residents Concerns – Two residents attending representing Neighbourhood Plan Group. Chairman adjourned proceedings regarding item 6.1 to allow discussion regarding the Draft Plan.

6 Matters To Be Discussed
6.1 Neighbourhood Plan
Council agreed the draft plan should be accepted with the following amendments:

There are 4 Comments which say proposed "community Hub" is this a referral to a new service that is going to be provided in the future or is it a referral to an area ?The Village Hall, Tennis courts, and Littlewood play park are a charity and so governed by the charity commission. This is classed as green space but the village chose not to have it as protected green space . There has been no communication with the village hall committee about a community hub.
The parish council have no jurisdiction over it or how it is run, and it is already protected by its own legislation. The Parish Council request that the words
"proposed and community hub" be removed so as not to mislead parishioners.

Details about number of people at consultations etc , the numbers referring to the questionnaires should read 106 Households responded out of a possible 256 households. All others are specific as to the number of people eg 80 people attended, not 80 out of a possible 640. Again this will provide some clarity, where info has come from, as 80 people is not the same as 80 households

The green lane that is in a V shape (bottom left hand side of the map) should actually be a Y shape as the lane joins on to middle street.
One councilor asked if the owners of individual houses photographs had been asked if they were willing for their properties to be in the plan, The Chairman agreed to find out with regard to this question and to submit all the other amendments to Luke Brown who wrote the draft plan.

6.2 Beck Lane
Councillors were made aware of proposed plan with regard to this area.
6.3 Planning 138745 – to be noted:
Council requested this should be determined by planning committee
6.4 Speed Radar
Councillors are to explore the cost of using Morelock Radar Signs.
6.5 Clerk Application
One application has been received but the Council agreed that the applicant lived much too far from the village to be considered. The Chairman is to contact the applicant.
7 Finance
7.1 Grounds Maintenance – No invoice received
7.2 NDP Invoice – Luke Brown £2800 cheque ratified and signed.
Cheque and invoice returned to NDP for paying.

An equipment poll has been circulated and replies will be co ordinated in due course.
